			<content:encoded><![CDATA[<p>Christian Assemblies, ideally, are <a class="zem_slink" title="Elder (Christianity)" rel="wikipedia" href="http://en.wikipedia.org/wiki/Elder_%28Christianity%29">elder</a>-led congregations. That means congregations should be overseen by a group of men sharing the <a class="zem_slink" title="Pastor" rel="wikipedia" href="http://en.wikipedia.org/wiki/Pastor">pastorate</a>, and not a lone pastor and staff. While there are similarities to congregational, episcopal and hierarchal systems, we find churches as elder led modeled in the <a class="zem_slink" title="New Testament" rel="wikipedia" href="http://en.wikipedia.org/wiki/New_Testament">New Testament</a>. Therefore we seek to implement the same. In fact, we understand elders as serving at all levels of oversight in the <a class="zem_slink" title="Early Christianity" rel="wikipedia" href="http://en.wikipedia.org/wiki/Early_Christianity">New Testament church</a> and have structured our denomination accordingly. Though it is accurate to say our polity is presbyterian (<em>with a lower case &#8220;p&#8221;</em>), to distinguish us from <a class="zem_slink" title="Presbyterianism" rel="wikipedia" href="http://en.wikipedia.org/wiki/Presbyterianism">Presbyterian</a> (<em>with an upper case &#8220;p&#8221;</em>) denominations, we prefer the elder-led descriptive.</p>

			<content:encoded><![CDATA[<p>Imagine a financial system where transparency is the rule, not the exception, where leaders and offices are accountable to the poeple and local churches for howmthey steward the resources delegated to them. Imagine a philosphy that seeks to keep most funds in the <a class="zem_slink" title="Local church" href="http://en.wikipedia.org/wiki/Local_church" rel="wikipedia">local church</a> &#8211; driving ministry at the grassroots level,  not building a denominational empire. That&#8217;s what we intend for churches in fellowship with the UCA.  Congregations will be expected to disburse only 10% of all funds received to the their respective regional offices, and so on. In turn regional offices, etc., will provided detailed and timely financial reports to the fellowship; includng it&#8217;s churches, ministers, and members. The goal is to promote trust and good will while empowering local churches in the work of the gospel.</p>
